The MGNREGA payment process broadly consists of two stages. After the work is completed, a Fund Transfer Order (FTO) is generated and digitally sent to the Centre. This is called Stage 1 and is the state government’s responsibility. The Centre then processes the FTOs and transfers wages directly to the workers’ accounts. This is called Stage 2 which is entirely the Centre’s responsibility. As per guidelines in pursuance of the Act, Stage 1 must be completed in 8 days and Stage 2 must be completed within 7 days after that. Stage 1 and Stage 2 together should therefore be completed within 15 days of closure of a muster of work. Please click here to access the Supreme Court's judgement related to Writ Petition (Civil) No. 857 of 2015 dated 18th May, 2018 (Swaraj Abhiyan vs Union Of India). --- In a letter dated 2nd June, 2021, written to Shri Narendra Singh Tomar, Minister, Rural Development, NREGA Sangharsh Morcha -- a civil society group working on labour rights -- has opposed the recent move by the Ministry of Rural Development that changes the system of NREGA wage payments in such a manner that separate labour budgets and payment orders are to be prepared for workers in the Scheduled Caste and Scheduled Tribe categories. Under the new modalities, there will be separate budget heads for different categories of workers (SC, ST and others), separate “fund transfer orders” (FTO), and even separate Labour Budgets. According to the NREGA Sangharsh Morcha Secretariat, the constant re-jigging of NREGA wage payment systems has done enormous damage over the years. Every time the system is modified, MGNREGA workers are pushed to cope with “teething problems” that often last months or years. • Person-days of work generated as a proportion of total labour budget was 75.32 percent in 2014-15, 98.34 percent in 2015-16, 106.66 percent in 2016-17 and 101.28 percent in 2017-18. It, therefore, shows that the gap between MGNREGA jobs generated (in terms of person-days) and the number of person-days of work as predicted by the authorities has reduced over the years and the former exceeded the latter in 2016-17 and 2017-18.
